As children, many of us had Legos or Lincoln Logs or other such toys, and spent many happy hours designing and building little cities. Or maybe you made sand castles, or just drew your creations on paper. Now imagine doing the same thing, except in real life, with real buildings. Real cities, with real people in those buildings, working, playing, and living. No longer an idyllic exercise, balancing the needs of resident, business owner, and investor while keeping the theme consistent and the future in mind is a real challenge.

Luckily for us, the Executive Director of our Ferndale DDA, Cristina Sheppard-Decius, is on the job and up to the task. As of January, she’ll have been at her post for a decade and a half, and has overseen the revival of Ferndale’s downtown from a sad, half-abandoned byway into the bustling and beating city heart it is today.

I visited her Nine Mile office recently to learn more about what she and the DDA do for Ferndale. She sat, dignified and composed, behind a desk groaning with papers and folders, hundreds of sheets deep yet neatly-organized. Behind her, shelves and cabinets barely contained their own massive helpings of paperwork.

It seemed a good metaphor for the job Sheppard-Decius does every day; juggle five thousand things at once, while keeping everything in its place.

“The DDA is an economic development agency.” She started off, giving me an overview. “We’re quasi-governmental, an arm of the city, but a separate authority with our own board of directors.” How do they differ from the Chamber of Commerce? “We do more.” She says with a smile. “We work well together. The CoC works with their members. They’re more about business education. The DDA helps everyone in Ferndale.” The DDA maintains, manages, and implements infrastructure improvements, including helping businesses to freshen facades and fix other building issues. “We’re the economic engine.” Sheppard-Decius explains. “We set policies and procedures at the city level. We’re also policy-changers, making doing business easier.”

Sheppard-Decius is a natural for the job she does. She majored in public relations in university, and has a background in marketing, special event and nonprofit management. She still does the latter, finding it a very satisfying experience. “There’s a realness to (nonprofit work).” She explained. “Private corporations are always about the buck. (Nonprofits) are about the goal of achieving something as a community.”

The best part of her job, she says, is seeing the changes that the DDA works for take place, watching the fruits of their labor grow, and working with everyone to make it happen. The worst? “So many conflicting viewpoints.” She sighs. “Building consensus is tough.”

Asked what she’s most proud of in her time at the DDA, Sheppard-Decius smiles and mentions the Great American Main Street Award (GAMSA). It’s awarded to only five communities annually throughout the USA, and is given to communities that show “significant improvement” in their downtown.

Her biggest current project is the Vester Streetscape project. Vester Street east of Woodward is currently being re-zoned from light manufacturing, and Sheppard-Decius is determined to add some charm to a neglected area. “We want to tie it into Downtown central,” She explains. I ask about the parameters for a project like that. “Is it pleasant to walk in?” She says. “That’s number one.” Better lighting. More on-street parking. Utilizing what’s there (the White Heather Club building) and helping the businesses that exist to freshen up. M-Brew, she says, is an excellent start. As well as fielding inquiries from businesses, she’s also always reaching out to the owners, seeing what they might need.

What are some general plans for Ferndale’s downtown, going forward? “We need to increase daytime activity.” She notes. “Office space is important. Having people living downtown is beneficial for businesses downtown.” She also mentions releasing stress on residential neighborhoods by providing more parking.

How about the future? I ask about her 25th year on the job, a decade from now. What’s her vision for Ferndale in 2024? More walkability, more viable environment, stronger retail presence. Making everything seem connected, maintaining character and sense of comfort.”

Doing what’s best for businesses. What’s best for residents. For now, for the future. Connecting it all into a seamless whole. That’s the amazing balancing act that our DDA works to achieve every single day. Sheppard-Decius reminds me that it’s not just all in a day’s work. After all, she lives here, too.

“I’ve been here since 1994.” She smiles. “I’m fully invested. I’m part of it, and I want to stay.”

Francine Hachem is dedicated to the city that she loves. In fact, she’s so dedicated that on the morning of this interview, she dropped everything after a call from the DDA to put up posters for the National Main Streets Conference coming to the city of Ferndale the following weekend. She happily accepted, like the dedicated volunteer and neighbor she is, and the posters were hung with an enthusiasm that only comes from years of experience.

Interested in theater and performance since she could remember, Francine knew early on that it was a trade she’d like to dedicate her life to. But, unfortunately, the costs of real life prevented her from pursuing it full-time. “When I was out there looking for a job, there wasn’t any money in theater,” Francine said. “I got a job at Chrysler Financial, and dedicated myself to pursue theater and erformance in my spare time.” And pursue it she did.

She continued her education on nights and weekends, eventually earning a master certification from Will-O-Way Apprentice Theater in Bloomfield Hills. It was here that she met Sally Dubates, and together they formed West End Productions — a passion project to help produce theater locally. With countless productions and projects across the state, West End grew, and Francine relocated to the city that she thought best suited her artistic creativity: Ferndale. “Coming from Dearborn, Ferndale was certainly a different climate,” Hachem said. “Ferndale seemed to be the place to be — diverse and ‘with it’.”

Francine’s first act upon moving to the city was to attend a city council meeting with the goal of getting on the Ferndale Arts Commission. She quickly came to realize that the more you get involved in the city, the more this city gets involved in you. “Everyone is so involved in everything; everyone knows your name,” Francine said excitedly. “The more you get involved the better it is.” What was the most unique about the area, Francine said, was the supportive atmosphere found throughout.

“Everyone supports what everyone is doing and everyone embraces that someone wants to be involved. It’s an extremely supportive city and wonderfully diverse, among everything else.”

After retiring from Chrysler in 1995, Francine dedicated herself to bringing performing arts to the people full time. She currently serves as the Theater Director for Rochester Recreation, the Director of the Miss Senior Michigan Pageant, and she freelances as a director and performer throughout the state. Her career highlight has been her involvement in developing the Always Patsy Cline Show – a two-person performance that celebrates Patsy Cline as a performer and a personality. Performed with Linda Piccoli, Always Patsy Cline won the Oscar Wilde award from Between the Lines, and has been steadily playing every year since. The success that came from the recognition of Always Patsy Cline has allowed Francine to pursue more ambitious projects and reach bigger audiences. “Patsy has been the most fun, most memorable, and most professional show I’ve ever been involved with,” Francine said. “The Oscar Wilde Award gave us credibility going forward.”

Since moving to Ferndale, her involvement in the city itself is palpable; Francine has had a hand in flavoring virtually every event within the city in recent memory. Every summer she runs her legendary theater camp for kids age 8–15 at the Kulick Center, and volunteers at every event from Ferndale’s various art fairs to the Dream Cruise. Recently, the Downtown Development Authority named her Volunteer of the Year — a designation that is well-deserved and could seemingly be awarded to her each year. Currently, Francine is working her trademark magic in collaboration with Jay Kaplan to bring a new event to the city: Salon Sunday. This jazz performance and celebration is tentatively scheduled to take place on the third Sunday in August at the Boston Tea Room. Bringing a diverse lineup of entertainment and performance to the city is just part of Francine’s M.O. No matter what she’s working on, she always brings with her two things unmatched by anyone else in the city: her experience and her passion. “I’m a passionate person,” she said.

“My best friend is the city of Ferndale and my passion is theater. I try to focus on those two things, and when I do it makes life so much more fun.”

When asked about what keeps her motivated to stay so involved, her answer was simple, and that of someone who’s figured out her purpose. “It’s what I do,” she said matter-of-factly. “People need to entertain and need to be entertained. The Arts Commission kind of went defunct there for a while and now we’re working on bringing the performing arts back to Ferndale.”

Whether it’s as involved as directing and starring in another performance of Always Patsy Cline or it’s as simple as hanging posters for an upcoming event to benefit the city, Ferndale truly does have a best friend in Francine Hachem. And it’s clear, according to Francine, that the feeling is mutual. “Like a lot of us, I feel that Ferndale is my best friend,” she said. “We never have to look for something to do, it’s all right here.”

The FESC’s early years were filled with the usual trial and flounder experiences, including “gimmicks” like the monthly Green Tip and Green Tuesdays events that have since been abandoned. Today, the FESC is situated as a prominent adviser to City Council,
utilizing a new operational model to more effectively meet the needs of city-wide planning and development efforts. According to current chair, Mark VanDyke, “the Commission is working more closely with City Council and spending less of its time on attention-grabbers to draw people in.”

The eight-member FESC is further tasked with investigating the city’s approach to green initiatives, as well as issues related to solid waste and recycling, alternative energy and energy reduction, carbon output, pollution, and water quality. One of its annual tasks is a presentation to the Council on environmental concerns for their consideration. Currently, the Commission is investigating a lawn ordinance, looking at all the angles of this potentially new regulation for the city.

During our conversation, Mark mentioned, to my surprise, that Ferndale does not rank very high compared to other communities on recycling; the list of reasons why folks do not recycle is long and predictable. However, a truly simple and enormous motivation to recycle is this: the City pays for garbage disposal but makes money on its recycling. Garbage is a cost; recycling is revenue. I don’t know how attractive the revenue projection has to be to ignite an educational campaign around recycling, but a savvy city like Ferndale is definitely primed for it.

Though recycling is but one part of the FESC’s advisory scope, for many people, it’s probably the most approachable of the various concerns probed by the Commission. Our region’s recycling hub is located in the Southeastern Oakland County Resource Recovery Authority, or SOCRRA. There you will find the usual information on handling yard waste and bulky items, but also how to safely dispose of electronics, paint, aerosol cans, batteries, compact florescent light bulbs, and other hazardous household waste. SOCRRA also offers educational workshops, tours, a monthly newsletter and a practical website that promotes recycling of all sorts and for every readiness level.

The eight members of the FESC are volunteers with varied experiences in the environmental sector as well as other industries such as business, education and politics. Their cross disciplinary awareness helps to ensure that all concerns receive an objective and feasible response. Though they are appointed by the Mayor, they remain volunteers and bring their professional expertise to city planning conversations as invested residents of our fabulous city. According to member, Melanie Piana, “a citizen advisory group is important to help guide the city on policy and issues that residents and businesses care about in the community. Commission members bring new ideas, perform research and provide guidance.”

The FESC meets on the first Monday of every month at the Ferndale public library. Meeting notices are posted by the City Manager’s office and all are welcomed, as the FESC is “open to hearing the voices and input of all our neighbors,” said Mark, but please notify the City Manager’s office if you want to be on the agenda.

After seeing his mom struggle with vision loss, Brian Lane vowed to help others who were suffering through the same situation. Brian says that “Seeing my mom being scared of the world and scared to take on the world, I wanted to do something about it”.

So he and his brother, Terry, started Fifty-Two 4 Mom, a 501(c)3 organization that helps to increase awareness and raise money for research and treatments of optic nerve disorders and other causes of vision loss that affect millions worldwide like ischemic optic neuropathy, glaucomatous optic nerve disease, toxic optic nerve disease and Heber’s hereditary optic neuropathy.

The members of this organization are doing great things in the community, including racing for cures and other charitable events that they sponsor. Their goal is to raise a million dollars through participation in races across the country. The team participated in the Boston Marathon in April 2014, where Brian guided his visually impaired partner, Rachel, to the goal.

Brian said that the thing that he loves most about what he does is “being able to actually help the visually impaired community”.

Fifty-Two 4 Mom has several upcoming events that are open to the public. Brian and the team will be hosting the “Jump for Charity” event at Chene Park in Detroit on July 12. Participants will have an opportunity to safely jump off a platform from as low as ten feet to as high as forty feet. The jump is for anyone who would like to participate. “It’s going to be a really exciting event for all those involved,” said Brian. A Girl’s Scout troop will be helping at this event, along with others to assist in donation efforts.

Other events include charity poker games and appearances at local colleges. They will also be participating in several races like the T-Rex triathlon which will take place in Flint, Michigan, and the New York Marathon later this year in New York City. Brian will be guiding his partner along with the rest of the Fifty-Two 4 Mom family.

Do you need help with day care for your infants and toddlers? The Little Eagles Child Care program is expanding to meet the needs of Ferndale families.

Pauline Nagle, Coordinator of Elementary Instruction for Ferndale Public Schools (FPS) is “extremely excited to bring this program and service to Ferndale.”

The new Little Eagles Child Care and Preschool program is a tuition-based program created for children ages six weeks to five years. Currently, FPS offers a free or low-cost preschool program that is made possible through grant funds. “This new program is an expansion of the existing program by adding an infant room, toddler room and increasing the preschool options to five half or full days” said Nagle.

“By providing a service for families that do not qualify for grant-funded programs, we can support early learning development and introduce the high-quality service that Ferndale provides to families before their children become school-aged” said Nagle.

Early childhood education is a great entry point for students, allowing young children a seamless transition into school. This program allows FPS to teach children at an early age. The program aims to keep families as students through kindergarten and beyond. It also aims to help students enter school kindergarten-ready.

This convenient, safe, and high-quality program will be available to all FPS residents and staff. Families outside of the school district will also be eligible for enrollment. Little Eagles Child Care and Preschool program will be divided into three classrooms: infant care, toddler care, and preschool to kindergarten age. Parents can choose a nine-hour or eleven-hour schedule for infant or toddler care. Parents also have the option of two, three or five day per week care.

The center will be open Monday through Friday from 7:00 A.M. until 6:00 P.M. with before- and after-school child care available.

The program will operate in the Harding Administration Building where the current, half-day preschool program is located. The remodeling of the infant and toddler rooms will occur during the summer break. The program boasts “large spaces for play and low child-to-staff ratios, and a nurturing and caring environment with warm and friendly staff,” Nagle stated.

In the future, the program will seek accreditation through the National Association for the Education of Young Children (NAEYC). According to NAEYC.org: “NAEYC strives to raise the quality of education for all children from birth through age eight. Accreditation systems are a major part of NAEYC’s efforts to improve early childhood education; they allow programs to provide the best learning experiences for young children and their educators by meeting national standards of quality.”

“Our philosophy focuses on brain development and learning with the individual child in mind,” Nagle said.

Little Eagles Child Care and Preschool program opens this fall. Enrollment will begin in the next few weeks. “Parents will be able to choose school year calendars or year-round schedules for service when they enroll.”

“We are thrilled to see beautiful babies and wonderful children grow into successful students, exiting any of our preschool programs whether it is Little Eagles, Head Start or Great Start Readiness, ready for kindergarten. We hope to meet and greet many new families in the near future.” Nagle concluded.

Little Eagles is planning to host an information night the week of June 16. All information will be posted on their web-site at www.ferndaleschools.org.

AFFORDABLE CARE ACT (ObamaCare) Insurance Exchange Marketplace update: Does having the Affordable Care Act mean that FernCare will close some- time this year? The clinic will not close in the foresee-able future. This is only the first enrollment period. The Medicaid (Healthy Michigan) enrollment is not even scheduled until some time in April. Michigan has a long way to go before a significant number of people have health care they can count on. Also, even if the new programs are an unqualified success, there will still be people who do not qualify for either plan and there are a number of services that we will be able to provide that are not offered under the expanded Medicaid plan.

A SPRING! NEW BEGINNINGS! AT LAST WINTER IS OVER; we are looking out our windows at something other than slush and ice. Sprouts are pushing up from the ground.

New beginnings on the Ferndale scene as well: the Ferndale Arts and Cultural Commission is being revived. Dan Martin and had chatted about Ferndale’s lack of an art commission, a particularly sad thing given the flavor and personality of this town. Our city screams “arts.” The DDA has done a good job with the sculptures and events. However, we need a dedicated group for just the arts. Performing, visual, and anything in between.

Years ago, Francine Hachem and myself headed up the art commission, having a great time along the way. So, after my chat with Dan, I naturally phoned her, and we hatched our plan for the new improved Arts and Cultural Commission. We have been joined by Joann Willcock, Sherry Kruzman Martin, and Mark McDaniel Burton.

At our first official meeting last Monday, we decided to bring back Music in the Park during July and August. We also decided to talk to people in and around the city to find out what they would like to see an art commission accomplish here in Ferndale. So, please think about what you would like to see happen. We are planning a coming-out party in the spring. We are looking to collaborate with other non-profits on fundraisers. A murder mystery party is planned for the fall with the library people. Keep watching.

ANOTHER NEW THING HAPPENING is the Sunshine Brigade, formed by the Seniors. This is a group dedicated to help members who have been laid up over a period of weeks, or sometimes months. This is long overdue, and has come about after a comment made by Greg Pawlica who was surprised we didn’t already have a committee like this. We already have a number of volunteers, but can always use more. You don’t have to be a member to volunteer, or even a senior. We need young muscle for this group.

AND, ON A BROADER SCALE, we all know people who are shut in for varying periods of time. When this happens, people’s focus narrows to their four walls. Please think to call them. It is amazing how happy they are to hear from their friends or neighbors. Just a few minutes of idle chit chat will help them. It reminds them that there is a world outside of doctor’s visits, pills, and other illness-related regimens. Now, go outside and look for those daf- fodils and tulips I told you to plant last fall! Oh? You didn’t? Well, don’t say I didn’t warn you. Okay, just look at your neighbor’s daffodils.

Q: CAN YOU GET ARRESTED FOR HAVING A WARRANT when you have jury duty? I have a warrant for not paying a fine for under-age drinking. They didn’t allow a payment plan and my hours got cut so I wasn’t able to keep up with paying the fine. Now it’s a year later and I have jury duty. Will I be arrested and sent to jail?

A: THE FACT THAT YOU’RE ASKING THE QUESTION implies that you understand that you could be arrested. Any time there is a warrant out for your
arrest, you can be detained. This can be a major inconvenience since every traffic stop, border crossing, or police contact can suddenly interrupt your plans for the next few weeks. It is never a good idea to delay confronting a warrant.

Your question, though, is not could you be arrested but will you be arrested. That’s impossible to predict. Certainly you have to respond to the summons for jury duty. Failure to do so is another independent reason for a warrant to be issued. Attendance at court and payment of fines is required. No one gets to decide on their own that they are excused. When you get questioned in the jury selection process, there will certainly be questions about past convictions and arrests and they may also ask about “pending” matters. If there is a warrant out, the matter is pending.

Whether the court clerk will check the record in advance or flag the fact that you have a warrant, and how the judge would respond varies from place to place. If you show up voluntarily for jury duty, the court might choose to reward your cooperation and simply inform you of the warrant and give you the opportunity to set a date to take care of it. It’s also within the authority of the court to hold you or require you to post a cash bond.

WHEN YOU REPORT FOR JURY DUTY, it would be a good idea to be ready to deposit a large amount of money with the court (like $500 to $1,000) just in case you are held and required to post a cash bond. The amount of your unpaid fines plus late fees and so on. “A warrant for not paying a fine for underage drinking” sounds like you were already convicted and ordered to pay. If by “underage drinking” you mean you war convicted of being a minor in possession of alcohol, that is a criminal offense. You can go to jail as well as pay fines on the underlying charge. Now, you are in violation of a court order to pay. That means a “show cause” hearing will be held to decide if should be sent directly to jail for contempt of court.

“They didn’t allow a payment plan” makes it sound like you went to the probation department promptly when your hours were changed and filed a written request with the court to make install- ment payments. Is that what you did?

If so, the judge is likely to understand that there was a hardship that kept you from paying. If not, the judge may decide that you simply took matters into your own hands and defied a court order because you unilaterally decided you couldn’t afford it. Whenever it becomes impossible to comply with a court order, you have to immediately go back to that court and seek relief. Doing nothing is contempt of court. You could get arrested, but it is more likely that the court will want to take some steps to make sure you show-up and do what you are required to do.

AS I WRITE THIS, IT’S THE Vernal Qquinox. Snow is melting; a robin awoke me, singing before dawn. A hawk has screech- ed away the morning out back. Yet cold winds blow; it’s Michigan, after all. Cardinals have of late been singing what I call the “Triplet Song,” and chickadees have switched from their namesake call to their vernal call, a falling minor third, apparently quite amorous to other chicka- dees. Day and night are equal, and Easter’s date is solidified, it being the first Sunday after the first full moon after the equinox.

YESTERDAY, SIX OF US FROM FERNDALE joined five others to deliver a box of signed petitions to DTE’s headquarters in Detroit, asking them to move forward quickly with clean energy. Given that our beautiful State’s lakes all have mercury warnings, and that formerly abundant and healthy fish can no longer be eaten in any quantity with safety (not to mention countries like Sweden now being over 50 per cent renewable, with the US at about ten per cent), the delay in going modern is puzzling. Nancy Goedert sang as a Raging Granny and, as organizer Zack Deutsch-Gross politely insisted on delivering our signatures inside and in person, the head of security, equally politely, escorted us back to the sidewalk, waiting in the rain while we had our say. Zack and Evan Cissell then headed to the Ferndale library for more outreach. The rest of us went home and changed into dry clothes. (Some of us even went to the Emory).

THE FERNDALE LIBRARY WAS A CLEAN, green hotspot yesterday, being the center for a call-in effort to DTE, as well as a Transitions Ferndale meeting in the evening, right next door to a Green Thumbs Organic gathering (they finished quickly and joined us at Transitions). Ferndale’s Lynn Cottrill spoke about the Good Neighbors Garden, what and where it is, how to join, how it’s expanded over time. You can have your own plot while helping out with the “community” parts, and join the work days and potlucks. I then spoke about my front-yard garden and my six favorite edible “weeds” and how free and ubiquitous they are. Violets are everywhere and the leaves and flowers are not only edible but very healthy. Those and dandelions, more nutritious than spinach, are easy to spot. You might also look up lamb’s quarters, purslane, sorrel, and plantain. In fact, all seem to be higher in nutrition than their tame counterparts – the reason being that weeds never had us to take care of them, but had to evolve and develop their own defenses, as good for us as them. Sherry Wells explained Time Banks, and Lukas Zdenek gave a talk on permaculture, the highlight of which was “hugel-culture,” a German practice of piling up pieces of tree trunks or branches, covering them with soil, and planting on that “hugel,” or hill. YOU MAY HAVE NOTICED TWO new magazines available in the Library, one directly green, one indirectly. Mother Earth News was conspicuously lacking. I planned to order it again myself after years of letting my subscription slide, and it occurred to me that buying a guest subscription for the library would be quite a bit greener, as many more can read it. Lake Superior Magazine is not specifically an environmental publication, but any regional vacation is greener than a distant one, and probably most of us like looking at pictures of Great Lakes scenes. Walking to the library and reading in their pleasant room with its fire and garden outside is nicer than staying home, and oddly, I seemed to have read both more thoroughly there than here.

Got a favorite magazine you could share this way? I’m sure library staff is open to more suggestions. Speaking of local vacations, Phil and I have taken off for SW Michigan a few times this winter to collect hikes and micro-breweries. Michigan abounds in both. Nice part of the state.

FESC: WHILE NOT AN OFFICIAL MEMBER, I’ve attended the last few meetings of the Ferndale Environmental Sustainability Commission and gotten a bit caught up on their priorities and goals. A few members went to Flint in February to a green cities conference. Climate resiliency, how we’ll adapt, was a topic of discussion, as well as a “triple bottom line” of climate-change impacts: economic, social, and environmental. Grand Rapids is a shining example of what’s possible, aiming to be 100 per cent renewable by 2020. Flint and Grand Rapids were both mentioned as being stalwart on setting and achieving goals, raising the bar higher every time a goal is achieved. Flint signed a Master Sustainability Plan in 2013. The three FESC members who attended the conference are now looking for ways to implement similar changes here in Ferndale.

THERE ARE TEST SECTIONS OF PERVIOUS pavement on West Nine now, near the Dairy Queen and Joe’s Party Store, identifiable in the south-side parking spots by the coarse appearance. Water flows through the pavement rather than down storm drains, with multiple benefits. It works well in areas like ours with a sand substrate, clay not allowing water to flow through the pavement quickly.

Reducing the amount of pavement in general is helpful, as it holds heat. Increasing the tree canopy (Ferndale will be doing a tree survey this year) shades pavement and reduces heat build-up. This protects the elderly and the young, anyone at greater risk during hot spells. Replacing street lights with LEDs is being discussed, as LEDs are enormous energy savers. Ferndale is going greener.
